You can run acserver.exe on your local machine, simultaneously to the simulation, BUT your router must be configured, so that portforwarding to your PC is enabled.
Also, you'll need good, consistent upload speed, so others won't feel lag.
In general, it's usually not a good option running acserver.exe from your own machine, because of the issues mentioned above.

Thank you for your response. I only have this laptop to game on, so I guess if I do want to host, it'll still be on the local machine.
 
There are a lot of tutorials on the interwebs if you really want to host a server on your laptop behind a router. One tutorial on reddit seems to be the best in my opinion: Otherwise just do a search for something like "assetto corsa server howto behind router" or similar.
