Where can we change the date?

In CM, at the right of the time cursor, you have 3 dots ( 3 points let's say ), click and check "Specific date" and choose in the calendar a date where you're sure not to have snow .... the actual date of winter can show you snow and not rain ... according the actual temperatures.

I have another question: I installed SOL and the cxustom shaders patch. Still there is no visible rain. Do I need some other mod for that as well?

For the moment, SOL can make different skies and weathers but rain is not yet possible.
Download and install BLM cars, you'll be able to start rain as you wish ... together with many other possibilities ... rain force, wipers speed etc ... and even the possibility of applying settings for all mirrors

The rainy weathers add mist and spray. You need to use Rain app (or is it Windshield) (included into Shader Mod) to turn on raindrops on windshield and wipers. My understanding that this part will be automated in the future.
