PC1 Some options locked in pause menus and during sessions (PS4)

I'm assuming this is just how the game is but I find it puzzling.

One example is Retire To Pit/Box. Why even have the option in the pause menu if it doesn't let you retire from the session?

Just started my first non-race session in career. It's a practice session, monitor option is greyed out and locked? We're supposed to be able to see other cars out on track I thought.
