When it blinks it means the tire is heated unevenly, for example after a lock up or spin. The tire app always shows you the temperature for the segment of the tire that is in contact with the track.

There is no such thing as a slow puncture in AC. Tires can only be destroyed by exceeding the temperature limit, which immediately pops them.
