the thing is that there are 9 wings available on the setup.ini and the modder can choose whatever wing he wants to be the front, rear, rear low, etc. I updated a fixed file to match this Formula 3 on the same post. but it might not match all the original cars.
Usually values on top of the setup area are for front wings and the bottom are used on the Rear wings.
