spotter

I have two rfactor installs; the original, over ten years old and migrated from computer to computer over the years, and a new one about a year old. The original has a spotter voice giving my laptimes, the second does not. I find no menu options in either for a spotter; nor do I see anything different installed in the original (I cannot remember my current phone number, much less something I may have installed ten years ago).

So, short of making a copy of my original rfactor, stripping out everything not needed, and reinstalling what I want there, how do I get the spotter in the new install?
