SRP servers' traffic lagging for me..

Long story short, whenever i join an SRP server, my FPS and ping are okay, both at 60 or even less ping than 60. However, the player cars, and traffic lags and teleports for me.
Let me elaborate;
Whenever i start driving, and im trying to overtake a traffic car, the traffic car teleports a couple feet forward, and i basically merge atoms with said traffic car, which confuses me as to why that is happening.
Is it a performance issue? is it a network issue? is it the server? is it my computer?

I'm using an Intel Xeon W3565 processor, simple quad-core 3.20GHz cpu, maybe that's the issue, cause im getting that >99% warning up top. If there are any ways to optimize entities in a server then i'd very much appreciate it.

You're very unlikely to optimize it enough for acceptable game play on SRP traffic servers, but you can try.

Set the following graphic settings:

World details: Minimum
Shadows: Off
Reflections: Off
Smoke: Off

I'd also recommend you use the following PP-filter:

Without Post Processing enabled, brake lights on some cars in Asseto Corsa are barely visible. This shader does not do much except for some tonemapping. All other effects are deactivated in the PP filter. This is enough to make the brake lights...
