Well, as I do this for free and only get occasional paypal donation, I cannot provide such features at the moment.

On the new F1 2018 version you can see your opponent's telemetry, so e.g. after an online race you can see, why your opponent was 5 seconds faster than on their fastest lap: Had they TC/ABS on, where were they braking compared to your driving, which gear they used etc., so I think sharing telemetry files is not as critical anymore.

I just posted the V12.1 to the F1 22 mods section:

It also support F1 2016 among many other games.
