Terrain Editor Menu Not Opening

Hey Everyone, Using BTB for my dissertation, proving lots of fun so far... NOT! Plenty of issues. Has anyone had the same issue of the terrain editor menu just not opening at all. I've tried re-installing and no such luck.

I'm Making Brands Hatch to go onto racer (used on the uni cruden simulators)
