Time Trial server setup as iRacing?

Is it possible to setup a time trial, where the server is online but the drivers drive alone on the server with fixed setup (Everyone with the same setup) and static weather/grip?
Just like in Iracing?

Conserning iRacing you are wrong.
Because iRacing are (mostly) targeting more skilled drivers Time Trials are not downgrading everyone to fixed setups.
