Touch Screen to operate AC MENU only

I know that a touchscreen monitor can operate a windows 7 or 10
I would like to know if a touchscreen monitor can operate Assetta Corsas "game MENU" up until the point your ready to drive which you can continue using the steering wheel to race?

This touch screen a second monitor? Or is it the same monitor which will be used for the display as well? If it’s just the one monitor, should work fine as an input

I want to be able to start the computer; windows loads up use touchscreen to load up Assetto Corsa game. Load up a race and then switch to steering wheel to have a race,.

i thought the games had to be designed for GUI or somet lol

if the touchscreen is acting as a mouse cursor and then you double tap the screen to hit click then i get it would work.
