1) 3.5km is a little on the short side.
2) You don't need to keep it inside the boundary of the existing circuit.

With the success of the Buenos Aires ePrix, Argentina decides to bring F1 back to the Autodromo Juan y Oscar Galvez. Keep the startline the same, and make sure the track goes around the loop at the top of the lake, but feel free to tarmac over the grass.
