Apps traffic planner issue

Hello,
i'm currently facing a problem concerning the traffic planner,
as you can see on the video some intersections are editable but most aren't.
I have no idea where's the problem from,
i tried different way
- first create all the intersections and then the lines but same problem
-create all the lines an then intersections but same problem
I also tried to make one line that travel all the track and tried to connect the secondary roads to it but it causes priorities issues that a cannot correct.

Is someone can help me to fix this?
