Using vsync GPU at 20-40% usage...normal?

OK i use vsync, I know, but i like it.
Anyway my system runs the games well but i notice it sticks to 60fps but GPU usage is lower than 50%, is that ok or should i be using it more?

My system was cheap at £400 and on paper my CPU is crap, but all the games work well for me.

i3 4130
gtx 1060
8gb ram

Nothing to worry about as by using vsync you're effectively preventing the GPU to render beyond 60fps hence the lower usage. Without vsync turned on, your GPU run at 100% and render those extra frames beyond 60fps that are beyond your monitors ability to keep up with that cause screen tearing.
