Not sure if it happens with vanilla or if it's something I've installed/configured. Only affects the 2nd highest LOD.

One way to fix this seems to be to rename the car_wipers.ksanim file for the car. Downside is the wipers no longer move when on, but it's better than distracting black lines floating beside the car.
