PC3 VR Settings help

Hi all, I have reinstalled Project cars 3 to see if it runs any better on the Index that I have now, last time I ran it was with my rift s and it wasn't too bad but with the index I'm struggling to make any better than a blurry mess,
my in game settings are:-
Res - 1920x1080 @ 59hz
windowed - yes
Texture res - low
Texture filtering - Trilinear
V- sync - yes
Super sampling - off
Reflections - low
Environmental map - low
Car detail - low
Track detail - low
Shadow detail - off
Mirror quality - standard
Motion blur - off
Detailed grass - off
Particle quality - high
Particle density - high
render frames ahead - 1
In the headset everything is set to default, and I'm only getting an average of 70 fps on a dry track but in the wet it can drop to around 40 - 50 fps
Does anyone have an Index with similar PC spec as me, and doing any better?
