You simply cannot, it is hardcoded… It used to be 30s, Reiza adjusted it a few months ago to give more time (online some people were missing the start quite often) but it is fixed.

Why is it hardcoded when so many other things aren't? It's one of my pet peeves with online racing at the moment - when I'm playing solely with friends, a few restarts every now and then are necessary, but the 60 second waiting time costs us so much time all on its own that it quickly gets annoying. It's ridiculous.
