Is it possible to join mid game?
It is possible, but only under specific circumstances. When an Empire loses its main capital, the provinces are then liberated. When the province is liberated, new users can join as the leader of that nation.

If the opportunity does arise (I have no idea when or if it will), I will notify you first.

You can move up to and including 5 units. So far no one has got that many, but it is only round 2.
