WC Gridsize issue

Since the gridsize has dropped quite a lot in the past few races, the ISR Club Board has decided to make a few changes to the rules to try to expand the gridsizes for the remaining races of the season.

The 3 race WS/WC substitution rule has been lifted. Drivers who have already done 3 races on the same track in WS & WC can drive in WS and WC without the penalty of disqualification in WS.

The provisional super license rules have been lifted. Basicly this means that the drivers who have done their 3 races under a provisional license without gaining super license eligibility can enter WC again. This also means that the driver selection process will be a lot more lenient.
