DiRT Rally Wheel stuttering

I have a problem with the game making my wheel stutter every few seconds. During those stutters it is also not detecting input from buttons either (shifting has gone wrong a few times). It is not just ingame that this happens, but also in the menus.
I am using a G27, which in Windows Calibrate shows no input stutters and has no problems in rF2 or AC which makes me think there is nothing wrong with its drivers.
My PC's CPU, GPU and Memory are nowhere near reaching capacity during Dirt Rally. Is this a known problem and am I missing a fix somewhere? Or does anybody know how to fix this?
With the RDRC coming up it would be great to know what is wrong

This is afaik, not a known issue at all. I would've thought that it had something to with framedrops or similar, when that's not the case, I have not many ideas at the moment.

Yeah tried more investigating, it seems to be framedrops indeed. You know how to fix that?

I am 100% sure it isnt my hardware

Vsync. That way framerate won't jump about ;-)

Did not work. It even micro stutters in the menu. (VSync on, 144hz but freezes to 100, VSync off 350fps but also drops) Tried lowering settings from Ultra to high, no difference. Smaller Resolution, stutters. It weird since it hasn't done this before. I shall look for video driver updates but I guess none available.

Edit apparently there is an update from 16.6 to 16.12.2. Will report back after trying.

Update: I updated, nothign changed, so in a final attempt I threw down the settings even further to medium, it worked.
