Wheel turns outside gameplay

Hi everyone. First post and brand new to Sim racing. I have a Fanatec CSW V2.5 with the McLaren GT3 wheel playing F1 2018 on an Xbox.

I am trying to set up my wheel using some of the suggested setups on here and just generally getting used to things. One of my major issues at this stage is the wheel turning (dramatically) while not actually racing the car. For example, if I restart the session, while it is reloading the wheel will go mental. I have to keep hold of it all the time.

Is this normal or an issue I can fix?
