Is there a specific time when the lights come on? 19:00, 20:00, 21:30, does it depend on the track?

Yes, it does varie from track to track. I don't know precisely how it works but sunrise and sunset basically correspond to the real world time at the location of the track.

For the Reiza tracks. For conversions it may be a it of a craps shoot. Very difficult to get realistic 24 hour cycle unless you can edit the original track co-ordinates (not part of most conversions).
