Acceleration is not always better at higher revs. Acceleration is about engine torque, which is best at a rev range that can be found in engine specs. At high revs there might be more hp but most of the time not the best torque. You can feel your engine max out if your revs go up too much. The best shifting point often depends on the next gear ratio. If your revs in next gear drop below your useful engine torque rev band, it is best to wait until your rev limiter does not allow more. If your gear ratios are close to each other however it can very well be better to shift early. If you wait for too long you will spend much time waiting for your engine revs to reach peak, while shifting up would put your engine in lower revs but with enough torque to get your speed rising at a higher rate.
The sole purpose of shifting is to be in your optimal rev band as much of the time as possible. It is possible to calculate best shifting points for a given engine and gear ratios, but a good driver feels it often just as well.
