why couldnt i get more than 31 fps in netkar pro 1.3 ?

I use the fraps to display the fps of games .but I found that i couldnt get more than 31 fps in netkar pro. i got a 4 cores cpu and 9600gt .I use the 1920x1080 32bit 60hz in the video setting.
but when i play it, the fraps always keep display 31 fps at the corner of screen. its weird ,coz i got more than 50 or 60 fps by the same setting (1920x1080 32bit 60hz)in some other games like rfactor or gtr2 .even in dirt3 i could get more than 40 fps if i reduce the display qualities.

Are you just looking at replays? I think they are capped to 30 fps. What about in-game?
Try vsync off maybe.

Its an annoying bug in the game. NetKar Pro runs only with unrestricted frames, when you reboot your system and run NetKar, if you start any other 3D application (i.e. games) before NetKar, you get this limited frame rate issue.
