Wrong lap counter?

Game have wrong lap counter?
Formation lap and first lap still counts as 0, second lap as 1, etc.

I think ACC always shows the number of laps completed, excluding formation lap, so it should be correct. While it says 0 you are currently running the first lap; when the first lap is completed the UI will show "1 laps".
