analog_instruments.ini have been adjusted to proper 8000rpm.

Added missing fuel_cons.ini and slowed down shift_animation by 10%.

ctrl_4ws.ini and steer ratio reworked

Steer ratio is now based on the Peugeot 205 T16 Evo 2 values. ctrl_4ws have been reworked due to it.

ctrl_4ws and power.lut reworked

Error made on my part on the ctrl_4ws. Was supposed to be 1/3 instead of 3x.

Uprated power.lut to 650hp-13% drivetrain loss

Doubled the rear slip ratio

Edited & added name and short name in tyres.ini
