Minor tweaks, fixes and steering wheel stuff

- Added an ext_config.ini to turn off the steering wheel button backlights

- Mapped the red colour on the end of the front wing dive planes to the EXT_HR.dds file

- Better solution for EXT_HR.dds, less AO shimmering

- Tweaked halo colours, fixed mapping errors

- Fixed some decal clipping issues.

- Fixed the wrong directory path in the zip file (thank you @Dankness585 for noticing that!)

Quality control, seatbelts, steering wheel decals

- Sabelt seatbelts

- New decals on the steering wheel (the +1 button will light up with DRS, hopefully this can be changed. The button layout is mimicking that of the real 2022 steering wheel, with the omission of a couple of knobs that aren't there on the Rexing wheel)

- New Puma gloves for the pit crew

- Edited lollipop texture, now features large "GO" on the reverse side of it.

- Fixed the left front wheel cover on the 16 car being the wrong shade

- Adjusted the halo colours by a small amount, nothing major

- Fixed Sainz's livery name (was incorrectly titled as "16_Scuderia... etc." instead of 55)


must be something else I'm missing, a lot of small details did get some fine tuning this day.
