2.0 Rewrite

Recent update broke the old version, so I made it from scratch again
should work better

Settings & Extra support

-Added support for Hayosiko & Ferndale
-Added options slider for rain texture resolution (Default is 512x512, same as vanilla)
-Wipers quieter when wet

Efficiency fix (Thanks Fredrik!)

Rewrote how mod checks certain things, performance impact should be gone now (if any was present before).
