I only have a low texture folder in my livery 00 folder? Not sure where to put it.

well then u dont have the hd texturepack installed. it's for free, but you need a graphics card with at least 1,5 GB VRAM. Otherwise you can't use it But perhaps he'll make one skin for normal textures.
