Repeat offenders always get treated differently. I can't remember Kobayashi's move at the moment, but the reason for Maldonado getting a penalty was: he was left space, but didn't use that space and hit Di Resta in the side literally pushing him off the track and gained an advantage.

He touched the kerb and got oversteer because of it. Not as if he did it intentionally (he was countersteering). But most of F1 has a vendetta against Pastor it seems.
