I herd on UTUBE that is teams wish to make major mods to cars it has to be approved by 8 of 10 teams. The domination has been been due to Mercedes and Red Bull throwing money at innovations. Sometimes teams do this for an edge tell it gets banned. And rival teams can generate copy cat systems to stay on par. And the small teams at the back can vote against costly innovations out of their budget.
