AI Never Change Tires

When I set 3X Fuel and 3X Tire Ware the AI never change tires. I always lose time in the pits if I change tires.

I practice oflline, with the AI at 90%. (Rookie here)
Most of their time, they are crushing against each other.
But sometimes, when i gained a nice position in the race,
they bump against my rear, so i flip in a corner.
I thought i suck
