CPU limited on a monitor but not in vr

I'm hitting another cpu issue with AC now, even in practice i get the "cpu load 99%" message, use VR and no issues.

This game drives me nuts, setup is i7 9700kf @ 4.7ghz across all cores, rtx 3080, 16gb 3600mhz ram and 2tb nvme drive, anyone got an idea?

VR uses some kind of vsync so your fps are "limited" at the headset hz.
With a monitor you have to manually enable vsync or limit the fps. Otherwise the game will run at as high fps as it can.
With a 3080, your cpu hits its limit first I'd guess

Question is: what fps do you have when the warning happens? 250 or even more? :p
What monitor do you have? Gsync or gsync compatible? 60 hz, 144 hz?

We need some more info to be able to help you better
