Delay between sessions not working

I have a dedicated GSC 2013 server. At the end of quali, as it goes to race, there is a 30s delay before everyone must be on the grid for the start of the race. I have tried to change the setting in Multiplayer.ini
to
Delay Between Sessions = "90"
however this does not change in game and it remains at 30s.

Any idea how to change this please?
