It wasn't FOM, according to RaceDepartment's post on the Removed mods thread it was Formula One World Championship (FOWC) that sent a copyright claim.

This must be hard for you. What a shame. Now we must wait for a buggy F1 2016 and can´t start the season with your excellent mod. I´m so sorry for you.I think the Grid Rally Team do a better Job as the F1 Team of codies.
