New TV Cam set and CSP config additions for this amazing track by Johnr777

Features:
- Updated Config*
- Added lights (no bulb beam due to some mapping limitations)
- New RainFX config
- New GrassFX config
- New TV Cam set (1 camera position, 4 different FOVs)

* Just disabled originalrainFX & grassFX to let my config works and added my INCLUDE entries in order to let my config works fine.

@Johnr777 feel free to use whatever you want in future update if you like...

Just an FYI....his instructions on the download says no enhancements of any kind. I imagine this will get removed as soon as he sees it.

Thats fine, it can stay… since it will be my last public release.
