the mod is in my f1 2018 folder however when I load up the game the mod has not worked and I had just the normal 2018 Cars.

Try pasting it again in the F1 2018 folder default path
C:/Program Files/Steam/steamapps/common/F1 2018. Just paste it here and you'll get it.
