F1 Pitstop Regulations Changed for Singapore

Teams will now be required to fit dual stage wheel retention systems from the Singapore Grand Prix onwards, in response to the incident in Germany.

After F1 in-house cameraman Paul Allen was hit by a stray wheel from Mark Webber's Red Bull, regulations have been tightened to prevent a similar incident occurring again.

While I agree with the safety aspect of a twin-lock wheel solution, I don't agree with an outright ban on camera crews.
Maybe it could be modified a bit to place them at less risk.
Most modern circuits have an overhang above the garages, why not put them there and in the area between the pit boxes.
That'd allow for really great unencumbered top-down filming, wherein audiences would see every corner of the car and all the action during pit stops without risks to camera crews.
