FANN (x86) is a plugin for Content manager, it says it's a neural network library to create new tyres with machine learning, now excuse my ignorance, but what the hell is that all about, and is it worth installing?

Hi, as far as I've seen it serves to generate new tyres for cars, I was choosing some new tires for a car and it gave me the option to pick from some other cars or generate new unes using FANN (screenshot attached)
