Specocc represents the car's overall lighting, shading, reflection of all things (logos, screws, nuts, paint) . For example Mclaren's specocc paint color is white and thus because of this the car is chrome. Sauber has purple paint color in speccoc as you can see by Wilmer's specocc. That gives normal "paint" effect to the car. It's quite complicated to explain.
