ACR Server is back up and should be joinable. Sometimes when you restart the server rFactor stays up and doesn't end and makes the server unjoinable. Probably why the join button was grayed out.

In theory on Saturday of the race weekend, according to the GPCOS allocations. There is no way to predict who is going to race and who is not.
