Fuel_cons - what does it do?

How exactly does fuel_cons work? Anyone know? Does it make AI Slower?

I gather it's used to level off AI fuel loads but not quite sure how it fully works

It records more accurately the amount of fuel a car needs to complete a lap, as far as I know. If you don't have it then AI cars will just use a full tank until they've completed enough laps to make a guess how much they need for the race.
