Custom as in using the ingame editor yes. I don't even know if mods are a thing, but others won't see that.

As default others won't be able to see it, but if i understood what i saw correctly, you can use liveries in private leagues and such, as those liveries can be added to the server, so everyone there can see it. I believe the same should be true here, but it may require some work. No idea how it works on the server side.
