Hi guys, me again. A question about performance.

So I'm working on a mod that involves fairly intricate driver/team performances and I've run into a problem regarding Red Bull. For whatever reason, Verstappen is listed as the number 2 driver in the Vehicle folder, his stats are however much higher than Perez yet Perez often outqualifies him. Does anyone know if the game automatically prioritizes the number 1 driver over the number 2 in terms of performance or skill?
