How to activate mods

I have just downloaded the tiretempwindow mod and extracted it to apps\python but when I start the AC techpreview no tiretemp window appears and I can't see anywhere to activate it.

I also have a couple of mods in that folder but I can't find how to activate those either.

Did you try looking in the "apps" tab that appears when you hover your mouse to the right of the screen (during game play)?
