how to do a splash and go pit stop?

I was running a race and realised I was short on fuel with a couple of laps to go. I booked to have 10litres added, no driver change, no tyres, etc, but still got the 'controls locked for 30 seconds' message. Is there something I need to change to make sure this lock doesn't happen?

(I lost the race, obviously!)

I'm a newbie in ACC but could it be due to SRO championship rules replication?
For any pitstop, a minimum time in pitlane is mandatory.
(actually it's bit more complex but this is the rough idea)
It had been implemented in 2017(?) to avoid mecanichals from rushing dangerously to refuel and also limit extra expenses in high end refueling systems that were speeding flow of fuel
