How to open faulty textures?

Hi all,

I'm doing some retextures of certain tracks and I need your help.

Sometimes when I download a track and take a look at the custom textures, I can't open them. Upon opening .DDS and .BMP files, any editing program gives an error somewhere along the lines of Invalid file. Unexpected error, could not open file.

I'm experienced enough with editing and saving .DDS into the right filetype as I also create car skins, but this error is really strange to me. Interestingly, when I extract an original texture from one of Race 07's .GCF folder, they never work and I can't open them too.

All of these programs give the same error:

GIMP 2.0 (with DDS plugin)
Paint.NET (with DDS plugin)
DXTBmp

Do I need another program to open them, or is there any other way?

I'm quite sure the textures are crypted....many modders use to crypt some textures to avoid modifications, so you need to decrypt them with a program called "wtcced". Let me know if it's true.
