Do you happen to be placing restrictions on downloads from Brazil?!?
Possessed a 300 Mb fiber optic internet (not cable) and I started noticing for a while now that my speed has dropped to 275 Kb / s unfortunately: (

No restrictions on our side. I'd recommend asking your ISP if they can explain the speed issue.
