Limited qualifying laps

At pretty much all or even all tracks i have limited quali laps, sometimes 255 which is no problem but at some other tracks only 3 which is very frustrating, how can i change that?

Find the track .gdb file. Scroll down and you should find a line that is related to the amount of qualifying laps for a qualifying session. That file is found in the root folder, /gamedata/locations/track folder/track.gdb

That's pre-AMS. Those settings no longer exist in the .GDB and are instead controlled by some algorithm that I agree often results in a very small number of Q laps.

You could try adding one or more of these lines into the .GDB, though. I believe they will override the algorithm if they are explicitly listed.

QualifyDay = Saturday
QualifyStart = 15:00
QualifyDuration = 60
QualifyLaps = 20

Of course, some older quick conversion tracks from previous versions or rFactor will still have the values in the .GDB.
