PC2 Pit Strategy Problem

So, I've been trying some single player races that start dry, then rain, then dry again. I've tried my initial setup with slick tires as well as "automatic by weather", then having a custom pit strategy to change to wet tires only (no fuel or repairs). But, even with my custom pit strategy selected or if I actively change the pit strategy during the race with the "in car" menu (very awkward), the pit crew nevertheless changes my tires with more slick tires even though its raining. AAHHH!
Am I doing something wrong here, or is this another "punch list" item for SMS?

I'm guessing that when you select your pit strategy that you are only highlighting the strategy you want. Make sure you first highlight, then use the right arrow to select the strategy you want. It should show a checkmark on it if it is properly selected.
